The T5 is definitely a better model, but Canon had 4 years to think of what to include. They both share the same Digic IV processor, but there’s really no need for a Digic V when the Rebel T5 doesn’t require that much power. The most important changes are a better sensor with more megapixels, Full HD video with manual controls and better low light performance.
